Damage Control

How do you know when someone under public pressure is backtracking merely as an act of political damage control? It's when they have to tell you that they aren't doing it for political reasons under pressure.

For example:

Harris said rescinding the raise was “the right thing to do,” not an attempt to repair the political damage caused by the board voting itself the raise 10 months ago and then increasing sewer rates last week by 393 percent over the next eight years to fund $175 million in sewer plant improvements.
If they all thought it was the right thing to do then they would have done it on their own ten months ago.
